MC Chandigarh Halts Biometric Registrations to Curb Ghost Employees

Chandigarh : In a decisive move to strengthen transparency and accountability, the Municipal Corporation Chandigarh (MCC) has ordered a freeze on new employee registrations for the Aadhaar-based Biometric Attendance System, effective June 7, 2025. The directive, issued by MCC Commissioner Amit Kumar, IAS, comes in response to non-compliance by several employees and aims to weed out ghost workers from the system.
Emphasizing strict enforcement, the Commissioner stated that no relaxation will be provided to any employee who fails to adhere to the biometric attendance norms. He underscored that the attendance system is now directly linked to salary disbursal, and employees without valid biometric records risk non-payment.
To further streamline administrative operations, the Accounts Branch has been instructed to prepare a detailed report on every employee, including their monthly salary, allowances, and other financial entitlements. This step is intended to verify active employment and ensure that only genuine personnel are receiving payments from the public exchequer.
“The MCC is committed to enhancing operational efficiency and financial integrity. Mandatory Aadhaar-based biometric attendance is a step toward a more transparent and accountable administration,” said the Commissioner. He reiterated that all employees must ensure their attendance is properly recorded through the system.
All departments of the Corporation have been directed to implement the order in full, with immediate effect. The move signals MCC’s ongoing efforts to reform internal processes and ensure responsible utilization of public funds.
