Demand Grows Ahead of Diwali to Revise Bonus Calculation Rules for Central Employees

Ahead of the upcoming Diwali festival, discussions regarding bonus revisions for millions of central government employees have intensified. Amid ongoing deliberations surrounding the 8th Pay Commission, employee unions have accelerated their demand to eliminate the long-standing ₹7,000 monthly ceiling currently used for calculating bonuses. If the central government approves a change to this formula, eligible employees could see a significant increase in their overall bonus payouts. Under the current rules, bonus calculations are restricted by a monthly cap of ₹7,000. Because of this limitation, even though an employee's minimum basic salary stands at ₹18,000, their bonus is still computed using the ₹7,000 figure. Under this existing setup, a 30-day bonus amounts to approximately ₹6,908 to ₹7,000. However, if the calculation is updated to reflect the minimum basic salary of ₹18,000, the 30-day bonus amount would rise to roughly ₹17,763. Employee organizations are advocating for the removal of the outdated ₹7,000 limit in favor of using the modern minimum basic pay as the core baseline. Furthermore, if the minimum basic salary is revised to between ₹26,000 and ₹34,500 under the upcoming 8th Pay Commission and subsequently adopted as the base for bonuses, a 30-day bonus calculation could surpass ₹25,600. This potential policy change holds significant implications across multiple sectors. Non-gazetted railway staff, who receive a 78-day Productivity Linked Bonus (PLB), stand to gain a substantial increase if the ceiling is revised. Eligible personnel in the Department of Posts, Ordnance Factories, and various central ministries would also benefit from such an adjustment. Unions argue that the current ₹7,000 ceiling was fixed years ago and no longer aligns with today's salary structure. Consequently, they maintain that bonuses should be computed based on current minimum basic salaries or the revised rates established after the implementation of the 8th Pay Commission. Industry analysts note, however, that projected bonus figures exceeding ₹17,000 or ₹25,000 remain based on proposed formulas, and the actual sums will depend on official government approval.
