19 May, 2026 03:20 PM

A new annual report released by Immigration, Refugees and Citizenship Canada (IRCC) has revealed several serious cases of misconduct and administrative irregularities within the department. According to the report, a number of employees and senior officials violated rules by misusing their positions and authority. The report stated that one senior official gave preferential treatment to a person with whom they had a personal relationship, an act that was classified as “serious misconduct.” In another case, an official allegedly attempted to help their niece secure a government job. Investigators also uncovered a case involving an employee holding two government jobs simultaneously. The internal investigation further confirmed allegations related to racist remarks, harassment of female employees, claiming overtime pay without performing work, and submitting false references during recruitment processes. Some employees were also found to have taken sick leave under false pretenses while attending private events. In one incident highlighted in the report, an employee falsely identified themselves online as a Canadian ambassador while sharing political opinions on the internet. According to the report, the department recorded a total of 105 misconduct cases. These included fraud, financial irregularities, harassment, ethical violations, and misuse of government equipment and resources. As part of disciplinary action, three employees were dismissed from service, while several others faced suspensions, written warnings, and recovery of government funds. Senior departmental official Ted Gallivan said that while isolated cases of misconduct in such a large organization are not unusual, it is essential to conduct fair investigations into every complaint and take appropriate action against those found responsible. Gallivan also stated that the department has established a dedicated complaints office where employees can report workplace-related concerns without fear of retaliation or punitive action. He added that the office will provide employees with guidance and support in resolving workplace issues, with the broader aim of maintaining a healthy and impartial work environment across departmental offices.
