Canada Had 'No Choice' But to Walk Away From U.S. Trade Negotiations, Says Former PM Stephen Harper

16 Sep, 2026 07:47 AM

Speaking on the final day of the Canada Investment Summit in Toronto, former Prime Minister Stephen Harper addressed ongoing trade tensions with the United States and underscored the critical need for Canadian economic sovereignty. Harper stated that Canada had no other option but to step back from difficult trade negotiations with the U.S. administration. According to Harper, Canada must urgently lower its economic reliance on the United States and instead focus on expanding and solidifying ties with alternative international markets. While acknowledging that shifting away from traditional U.S. market dependence will carry economic costs, he argued that building internal competitiveness and expanding external connections remain essential for Canada's long-term stability. Harper emphasized the country’s potential to re-emerge as a global energy powerhouse. Pointing to Canada's vast natural resource capabilities, he noted that current global market dynamics present a crucial opportunity to leverage energy assets. The Canadian government is currently advancing strategies to accelerate major energy and infrastructure initiatives to capitalize on this sector. During his remarks, the former Conservative prime minister commended the government under Prime Minister Mark Carney for taking proactive steps to expedite approval processes for large-scale projects. He also praised the organization of the Canada Investment Summit, designed to draw substantial foreign capital into the country. According to official targets, the summit aims to stimulate up to $1 trillion in total investments over the next five years. Meanwhile, Prime Minister Mark Carney is preparing for an official visit to Europe, where he is scheduled to address the European Parliament. The European tour aims to deepen diplomatic and economic ties between Canada and the European Union. As part of its broader economic diversification policy, Ottawa continues to prioritize expanding trade channels into the Asia-Pacific region and other high-growth global markets to decrease single-market exposure.
